[perl #53392] [BUG] Sign tests failing on Windows

Two of the three tests reported as failing are no longer found in the
test suite, at least in their original form.

The one test I *could* locate is still failing, but is being tracked in
a more focused Trac ticket:

not ok 23 - neg 0 # TODO -0.0 not implemented, TT #313
