1.0 release preparation - step 1

A little over a week to go before the next release. Please run 'make 
fulltest' on as many platforms as possible. Fix, skip, or TODO all 
failing tests.

Exercise the usual heightened caution in your commits, saving large or 
potentially unstable changes until after the release.
