Parrot's install process has been cleaned up quite a bit, and the latest 
release is now 1.7.0; If you're still having trouble working with recent 
rakudo / parrot on windows, please open a new ticket at 
https://trac.parrot.org/ describing the problem. I am pretty sure that 
there are people on windows using rakudo-latest.
