t/pmc/threads.t coredumping when run with make -j 3 smoke

Howdy,

I've just learned that "make -jN" with test targets don't work, TEST_JOBS
should be used instead. But I've just found out that while TEST_JOBS works
for coretest and test targets, "make smoke" does not respect TEST_JOBS.
