Apologies, (the perils of copy pasting) the fourth paragraph (or the third
paragraph after the quote) of the release announcement should read:

Parrot 3.1.0 is available on Parrot's FTP site, or follow the download
instructions. For those who would like to develop on Parrot, or help develop
Parrot itself, we recommend using the git repository to get the latest and
best Parrot code.
(git clone git://github.com/parrot/parrot.git).

Cheers, Michael (mikehh)
