The State of "Deprecations as Data"

Hello,
Finishing last week's goal, I converted DEPRECATED.pod to yaml, and
pushed all the work to a branch, which is to get merged in a second. All
deprecations now live in the YAML file, so it can be parsed and analyzed
automagically.

As DEPRECATED.pod is gone now, please use DEPRECATED.yaml to add new
deprecations/experimental features, and please make sure it is a valid
yaml before commiting your changes.
