The first occurrence of -pie comes from `icu-config --ldflags`.

If I configure parrot with --without-icu, it errors out while linking
miniparrot:

If Debian ships an increasing number of libraries that need to be linked
with -pie, getting rid of that option won't work in the long run, and we
need to investigate how to avoid the errors in the presence of that option.
