RFC: Move build tools to Perl5, developer tools to Perl6

Note, I meant that I was OK with removing this from the sixparrot branch,
not from master.

I won't mind if the concensus is to remove the occasional thing from
master, but I figured it would be easier to stage all the upcoming removals
in the branch.
