add a minimal m0b generation framework

The code generates superficially valid M0 bytecode, but doesn't contain
any meaningful code.  The purpose of this code is to have a reliable way
of generating verifiable M0 bytecode without having to hand-hack binary
files.  Hopefully this will be a better alternative once it's working.
