Trac, RT, RoadMap

Since Trac provides a builtin way to create a roadmap from milestones
and tickets, I'm going to work on converting

https://trac.parrot.org/parrot/wiki/ParrotRoadmap

and

https://trac.parrot.org/parrot/wiki/ParrotLongTermRoadmap

into actual milestones in Trac, and open tickets and add descriptive
text for the various items listed for the releases in each of those
two documents.

This will allow us to use

https://trac.parrot.org/parrot/roadmap

(available when you click the big "Roadmap" button in trac) instead of
hand rolling the other pages. As part of this cleanup, I've removed
the meta ticket for tracking items, since that's the same thing as a
milestone. Also updated our release docs to remove reference to
creating meta tickets in RT.

Please gently encourage bug reporters to switch to trac when closing
out RT tickets.

As part of this cleanup, I will also remove the ROADMAP document in svn.
