 compilers/bcg is not used by any other component in parrot. For purposes
 of bytecode generation from PIR, its design is suboptimal (it won't be
 used by PIRC). I suggest to remove compilers/bcg, as pretty much all of
 the code in there is not involved with actual bytecode generation details
 (which would be the interesting part).
