[perl #61870] [BUG] [META] Trac system borks authenticated user's privileges

Coke was able to remedy the immediate problem by deleting GeJ's and my
Trac accounts.  We then re-registered from scratch and were able to get
to the New Tickets page.  I avoided setting any optional settings on the
Preferences page, lest I get zapped again.

Underlying Trac problem needs further investigation.
