Rebase/rebuild helper tool

On a (perhaps unintentional) challenge by particle, I created the
attached Parrot/Rakudo rebase/rebuild helper tool.  It basically assists
with 'fire and forget' when you expect things to take a while.  It also
handles some obvious cases that you shouldn't have to think about, like
changing to the parrot root before building, running Configure.pl after
a realclean, updating with the proper source control tool for your
checkout, and so on.

The question is ... where should this go?  Some subdirectory of tools/ I
assume, but it's not clear to me which is the correct choice.

Of course, feedback on the tool itself much appreciated!
