[perl #50424] [PROPOSAL][PCT] allow empty PAST::Stmts nodes

At some point in the past PCT was updated to be able to compile with
empty statement nodes -- everything works fine, but if something
attempts to take and use the value of an empty Stmts node then the
result is undefined (generally results in a Null PMC exception).
