[perl #48326] [BUG] imcc register allocation does not consider PASM register usage

I was wrong. The input:

.pcc_sub main:
new P99, 'Integer'
set P99, 3
print P99
end

compiled to a .pbc file, and then disassembled:

apparently parrot uses P99, as shown in the output of the disassembler.

Also, PASM regs can no longer be used in PIR mode.
