[TODO] combined test harness for test+spectest

That's what my patch does, and what I've now applied as r31915.

I'll investigate the possibilities of a harness that runs multiple tests
and shows a combined summary, both for 'make fulltest' and 'make
languagetest' which Allison proposed (which would run test and spectest).
