[perl #54372] [BUG] test failures on win32/msvc

I'm closing this ticket because our Smolder reports (example: 
http://smolder.plusthree.com/app/public_projects/report_details/19790)
indicate that, with the exception of tests which are currently failing
on all OSes, all tests are passing on Win32.

Of course, that may simply be the result of TODO-ing failing tests. 
But, if so, that means we know where the failures are.  Such failures
are better tracked with Trace tickets more focused on individual test
failures.
