[perl #43150] [TODO] Relocate shared libs check for solaris?

I think this logic naturally belongs in the shlibs unit instead of being
spread out over all the different hints files.  (Currently, in the
absence of a specific hint, Configure.pl blindly takes the perl5 %Config
value, whether appropriate or not.)  The shlibs unit also ought to have
a fallback if no hints file is available.

However, I don't see any of this happening any time soon.  In the
interest of clearing out RT, I've marked this as "rejected".
