Rejecting something because it's not going to be decided on before 1.0 is not an approach I'd 
like to take. Rejecting and forcing people to update tickets in the new system is also 
inappropriate, I think. If we want to defer something but keep it around, we should be 
migrating these tickets ourselves.

However, I recommend we keep trace as it is instead of changing it as recommended by the 
OP, so -1 on the original ticket, and let's keep this particular one rejected.
