[perl #51916] [RFC] what do to with external perl modules required by HLLs?

Current parrot think on the subject:

All HLLs are going to be removed from the core: 
https://trac.parrot.org/parrot/wiki/LeaveTheNest

If an HLL requires an external perl module to build, it will be the 
responsibility of that language to document and probe for these 
requirements on its own.
