Brave new (1.0) world.

I was in the middle of writing up a long missive about how we're going
to have to change our svn habits if we want to not break things per
the support policy we're trying to adopt, and a conversation with
Jerry on IRC suggested I should back up a minute.

It is my understanding that the release next month is going to be
called 1.0, even if it doesn't quite have everything in it that was
decided at the PDS.

It was also my understanding that the 1.5 release was similarly
time-based. However, both 1.0 and 1.5 have a lot of features/goals,
and since we can't fix the feature list AND the release date, which is
the sticking point? (I'm willing to treat 1.0 differently, but 1.5 and
onward should all follow the same guidelines.)

Thanks for any clarifications you can provide.
