Parrot does not respect the standard FHS

Hi,
I'm trying to make a package of Parrot for ArchLinux and I'm not sure what to do.
Parrot creates many dirs that are not standards :
/usr/compilers
/usr/languages
/usr/runtime
... and other non-standard dirs which can be safely removed AFAIK.
Why not putting everything in /usr/lib/parrot/{compilers,languages,runtime} ?
Are those paths subject to change in the 1.0 release ?
Why creating such exotic paths ?
I guess I am not the first one to ask these questions, but I couldn't find anything the wiki/docs/google.
