[perl #60798] [BUG] [META] Lack of 'To:' header may impede deliverability of email

At some point in recent time, we started to get 'To' headers on both
parrot-dev and parrot-tickets:

From:   parrot-tickets-request at lists.parrot.org
Subject: parrot-tickets Digest, Vol 8, Issue 4
Date: January 5, 2009 12:00:14 PM EST
To:   parrot-tickets at lists.parrot.org
Reply-To:   parrot-tickets at lists.parrot.org

So I'm resolving the ticket.   Thanks to whoever fixed it.
