So everyone knows the constraints we're working under here:

- We must migrate before 1.0 on March 17th. Part of "a stable API for 
language developers" is a stable infrastructure. 1.0 will also pull in a 
bunch of new interested people, who will make snap judgments based on 
what they see.

- We won't migrate within a week before a release. (Which limits us to 3 
weeks out of every month.)

- We can't migrate in the week after 0.9.0 because our admins on one 
side aren't available. (Down to 2 weeks that month.)

- We really shouldn't migrate just before 1.0, to allow plenty of time 
to settle in to the new system. That is, we should have at least one 
release on the new subversion server before 1.0. (So next month is the 
last possible month.)

All of this means we have 2-week window between Jan 26th and Feb 6th 
when the migration can happen.
