If it doesn't go smoothly the first time, what's the risk mitigation strategy?  
Try again the next day?  Ask committers not to commit for another four or six 
hour period?  Hope that volunteer administrators want to keep plugging away at 
things?

Is "Parrot will migrate to OSU's SVN hosting!" really a showstopper for 1.0?  
Frankly, "1.0 will also pull in a bunch of new interested people, who will 
make snap judgments based on what they see" doesn't motivate me *at all*.

If things go smoothly, great -- but I don't want to cripple development for a 
period of n hours or m days while things are in limbo.  The Trac migration 
wasn't nearly as essential a service as SVN is, and parts of that are still in 
limbo.
