NEWS and PLATFORMS and DEPRECATED.pod Updates

Hi everyone,

The next release is a few days away.  Please start winding down trunk-
destabilizing projects (unless you want to fiddle with a language) and start 
updating NEWS, PLATFORMS, CREDITS, DEPRECATED.pod, and other files we want to 
update for the release.  I anticipate things will go smoothly.

Removing deprecated features will be nice.

Please also report any test failures (though feel free to fix any distro or 
codingstd test failures) from make fulltest.  We may have to mark some tests 
as SKIP/TODO, but we're used to that.
