Milestone Status and 0.9.0 Release

I've merged in everything that's going to be merged in for 'make 
install', plus some additional work. Done. (See details in

The GC refactor was merged in last week. Done. (Yes, we will make more 
GC changes in the future, but that was the refactor planned for this 
milestone.)
