Release 0.9.0 Starting

Hi everyone,

I'll make the release in a couple of hours.  I've done all of the testing, and 
I'm pretty confident that core features we know about work (modulo some JIT 
weirdness, which has gone on for a while).

The tree is now closed for features.  Trivial or modest bugfixes are okay, if 
you test them with the appropriate runcores.  (If you don't know what this 
means, don't commit.  If you're not sure, as someone on #parrot.)

Documentation and language changes are okay.

I'll remove the n_neg op as the last thing before I make the release.  Please 
get any more deprecations (likely PMCs) into DEPRECATED.pod.  I probably won't 
have time to write up the list of doomed PMCs; volunteers are welcome.

Leave me a note on IRC if you need me, but I'll start the release process in 
about four hours.
