call for release testing and feature freeze

Hi all,

The 1.4 release is coming up and we want it to be well-tested.  I encourage 
anyone reading this to run make fulltest and/or make smolder on svn head on 
every platform you can get your hands on.  If you find problems, file a tt or 
mention them on #parrot.  If you've got an unusual platform, please submit an 
update to PLATFORMS or run make smolder.  I'll check the smolder reports 
shortly before the release and update PLATFORMS accordingly.

For those of you with a commit bit, please don't commit any major changes 
between now and when I tag the release on Tuesday.  The definition of "major" 
is fuzzy, but the idea is to avoid breaking the build, adding new features or 
causing new bugs.  Updates to documentation, codingstd fixes, consting fixes 
(hi Andy), etc are welcome, as are any small bugfixes or changes to address 
test failures.  For anything bigger, please hold off until after the release.
