I went looking for such documentation and figured that
docs/pdds/pdd23_exceptions.pod would be the most likely location.  But I
couldn't find much discussion there about exceptions and HLL.  And,
although that document is no longer a 'draft', there are many places
where there are TODO-like notes and questions.
