[LEGAL] Does the TPF -> PaFo Parrot CLA grandfathering apply to other projects?

As the subject says.  If a Parrot committer signed a TPF CLA before PaFo
existed, and got grandfathered in for Parrot when PaFo was created, does
this grandfathering apply to projects other than core Parrot?

In particular, can I assume that any Parrot committer is CLA-safe as far
as Plumage is concerned?  I'd really rather not force a bunch of
old-timers to jump through new hoops here ....
