Should the Owner of a Trac Ticket Automatically Get Email Updates on Posts?

I just changed our main trac.ini to have:

  always_notify_owner = true

I'm not sure if I have to do an explicit restart of something to make
this take effect.

For those that want updates to all tickets, there's a parrot-tickets
mailing list that gets all notifications.
