GSOC 2010 Proposal: A PAST Optimization Framework for Parrot

I've updated the proposal to be more specific about the implementation
languages, to specify in the deliverables section that test suites
will be developed for each new library, to add a little more to the
Project Details, and to add to the timeline writing draft PDDs for the
libraries, as well as the possibility of adding tests to PCT in
general if any extra time is available.
