deprecating runcores for 2.3

I created a ticket in trac - TT #1563 and intend to add the deprecation
notice to DEPRECATED.pod a little later today.

Is there any specific position that I should add the notice.  At the
beginning, before PMC's, or later in the pod.

Should I list the specific runcores that we are considering or just say
unused runcores.
