[RFC] Merge charsets and encodings

My proposal is not to remove support for different character sets, but 
to merge the current charset and encoding interface. I would keep the 
name "encoding" only for lack of a better word. It actually means 
"charset/encoding combination". I think it would even be easier to 
support other charstes after my proposed changes.
