files for configuration that are not needed to be installed?

These are not needed to run Parrot, but they are needed to build certain
languages. That's why they're in the 'devel' package, because they don't
need to be installed unless you're a language developer. (Unfortunately,
the make targets changed a while back so that the default 'make install'
installs everything, even all the developer tools.)
