Just made a cardinal repo in the Parrot github org

Howdy,

I did this, after talking to Tene++ about it.

The wiki is migrated, but Issues are still in the old cardinal repo,
which is linked to on the wiki front page.

Now all Parrot core devs have a commit bit on Cardinal! This should be
considered the "Parrot fork of Cardinal" until all Cardinal devs say,
especially treed++, that they are OK with Cardinal being a part of the
Parrot org.
