New branch remove_charset_ops

I created a new branch remove_charset_ops which finally removes the 
deprecated charsets ops. See TT #1778 for details.

If any project based on Parrot still uses one of the following ops

charset
charsetname
find_charset
trans_charset

they should be replaced with the corresponding encoding ops.
