New branch remove_charset_ops

Howdy,

Have you added all this info to the appropriate wiki pages? It is
better to describe it in as much detail as possible on the wiki, and
then just send a link to parrot-dev.

Thank you very much for your charset -> encoding work, it looks a lot
cleaner than the code it is replacing.
