3.1.0 Release

Hi All,

I intend to release parrot 3.1.0 in less than 24 hours.

Could you please make sure that NEWS is up to date.

Can you avoid pushing anything other than Documentation Changes (and NEWS of
course) or necessary bug fixes to master.

If anyone has any problems related to the release, can you please reply to
this email.
