Rakudo needs from Parrot in 2011

For the record:
1. GC MS2 (current one) should be about 30% faster than old GC MS.
Starting from 2.11 release.
2. GenGC is just around the corner. It's about 25% faster on make
spectest in Rakudo. And there is plenty of optimizations which can be
done. I just don't like idea of having exceptions from Deprecation
Policy.
