Build broken (failing to load_language JSON)

As of RELEASE_3_1_0-210-g6786a80, the build fails for me with:

./parrot_nci_thunk_gen --dynext --no-warn-dups \
	--output=src/extra_nci_thunks.c <src/nci/extra_thunks.nci
"load_language" couldn't find a compiler module for the language 'JSON'
current instr.: 'gen_sigtable' pc 1920 (tools/dev/nci_thunk_gen.pir:927)
called from Sub 'main' pc 10 (tools/dev/nci_thunk_gen.pir:37)
*** Error code 1

Based on a quick superficial glance, I suspect commit 
adafa9f7d885c1265a590f439caa9eb531a12115 .  I don't know if it's just me, 
however.
