My intention has always been that the draft I sent to parrot-dev
and perl6-compiler last month would be the foundation for a written 
document of the roles.  http://pmichaud.com/sandbox/relman-draft.txt .

I think that if we just wordsmith the first couple of paragraphs
of that draft, what remains can stand as sufficient written
documentation for the relationship manager roles, and can be
committed in either the Parrot or Rakudo repositories (with
a forwarding link in the other repo).
