Need release managers for Aug 16 and Nov 15

Here's what docs/project/release_manager_guide.pod is showing as of today.

  - Oct 18, 2011 - 3.9*  - dukeleto
  - Nov 15, 2011 - 3.10  - ??
  - Dec 20, 2011 - 3.11  - cotto

It would be great if we could at least fill the August 16 slot within 
the next 2-1/2 days, so that we can include that designation in 
Tuesday's 3.6 release.
