prep for parrot 3.7.0

I've got the whiteknight/pbc_pbc branch which will probably be ready
to merge within a week or two. Right now I'm doing some preliminary
testing on it and will want to test it with several extension projects
(HLLs and binary-level extension projects especially) before merging.

I am also planning a lot of work in whiteknight/pcc_prototyping to get
that ready to merge before 3.7. It's still very early in the
development of that branch, so I won't make any promises now. I'll
send more info out to parrot-dev when that is ready for testing and
evaluation.
