Change to README ought to be reverted

Allison, the problem is not that we're attempting to --optimize on a 
platform that doesn't support it.  It's that on some platform --optimize 
leads to inexplicable test failures.

I would like to suggest that the README read something like this:

"
   perl Configure.pl
   make
   make test
   make install

If you are primarily interested in using Parrot rather than developing 
it, on most platforms you can safely begin like this:

   perl Configure.pl --optimize"
