Trac ticket system getting unwanted postings

I should add that while admins can delete the spam Trac tickets, by the 
time we become aware of such items they (a) have been noted by our bots; 
and (b) noted and reported by the parrot-tickets list.  It's the latter 
problem that is most annoying, IMO.
