Getting closer to the 4.9.0 announcement

Howdy,

I have gotten closer to fully and properly announcing the 4.9.0
release, but I am currently blocked by my admin bit to parrot.org
getting lost in the Drupal upgrade. I have contacted OSUOSL and
hopefully that will get fixed soon.

(I need the admin bit to update the release symlinks for download)
