Call for volunteers: Parrot needs release managers

Howdy folks,

Parrot is in dire need of release managers!

Signing up is as simple as editing this file on Github :

The list of release managers is at the very bottom.

For those that are interested but not quite sure, I will volunteer to be a
release manager mentor.
