developer survey on contribution policies

Hi all,

I'm gathering input on developer perspectives about CLAs and other
contribution policies. The primary motivation for the survey is an
active conversation around CLAs in the OpenStack project, but also some
personal curiosity on my part, since I drafted the CLAs for Parrot (and
Perl). I would find it enormously valuable to hear your thoughts, if you
